In 1974, a group of law enforcement professionals specializing in technical support for investigations was established by Captain James J. Regan of the Pennsylvania State Police. Today, this group is known as the National Technical Investigators' Association (NATIA), a nonprofit, volunteer-driven professional organization. Its members, hailing from various local, state, provincial, federal, and military agencies across the United States and Canada, are tasked with providing technical operations, surveillance, and scientific support to their respective agencies.

The association's mission is to enhance the professionalism of its members by expanding their skills and knowledge in technical surveillance, law enforcement, and forensic activities. This is achieved through specialized training, interagency exchange of ideas and experiences, and assistance in implementing new techniques and equipment within the law enforcement community. In 1990, a scholarship was established in honor of the late founder, Captain James J. Regan, at NATIA's national conference. This decision was made in line with his belief in "excellence through education."

Scholarship Details

Two scholarships, each worth $2,500, are awarded based on merit. The awards are presented either at the national law enforcement Explorer conference or at a local ceremony.

Eligibility Criteria

Law enforcement Explorers who are either in the 12th grade or enrolled in an accredited college program are eligible to apply. Applicants will be assessed based on their academic performance, leadership skills, involvement in extracurricular activities, and a personal statement on the importance of a technical background in law enforcement.

How to Apply

  1. Applicants must complete the application form, which must be certified by:
  2. The Post Advisor
  3. The head of the participating organization
  4. The Learning for Life representative (Find your representative at http://www.scouting.org/localcouncillocator.aspx)

Additionally, applicants must submit:

  1. Three recommendation letters (at least two should be from individuals not associated with law enforcement)
  2. An essay of at least 250 words on the topic "How will technology impact law enforcement in the 21st Century?"
  3. High school transcripts (college students must submit both college and high school transcripts)
  4. A black-and-white glossy photograph (preferably in uniform) for promotional purposes if selected
