The Scholarship Program of AFSCME Council 13 is exclusively for its members. The scholarships are one-time payments that can be used for educational costs like tuition fees, accommodation, and textbooks.
Essay Theme for the 2025 Scholarship Program:
Labor unions have consistently championed the rights, benefits, and workplace conditions of public employees. Nevertheless, the influence of the public workforce goes beyond the welfare of its employees — it directly affects the quality of services rendered to the public. How do labor unions enhance the overall efficiency and accountability of public services? How does ensuring equitable treatment and proper support for public employees ultimately contribute to the communities they serve, especially in sectors like education, healthcare, and public safety?

Scholarship Awards
The Member-Only Scholarship Program of AFSCME Council 13 will offer the following awards:
- A maximum of 48 undergraduate scholarships worth $500 each.
- The top 4 out of the 48 will be chosen to receive an extra $1,000.
- An additional $500 scholarship for a graduate student.
Who Can Apply?
AFSCME Council 13 members in good standing, including their children and grandchildren (as well as grandchildren of RPEP members in good standing), who are full-time students registered in an accredited higher education program are eligible to apply for AFSCME Council 13 Scholarships. The sponsors must be active members at the time the scholarship awards are given out.
Application Process
- Fill out the Application Form. Make sure to enter the last four digits of the Social Security Number of the sponsoring AFSCME or RPEP Member.
- Attach the student’s latest transcript (either high school or university).
- Include an essay written by the student (typed, double-spaced, no more than two pages) responding to the question above.
- Include three character references who are not relatives. Provide their names, addresses, phone numbers, and their relationship to the student.
- Send the completed Application Form, transcript, essay, and three character references by July 1 to: AFSCME Council 13 Scholarship Program, 150 S. 43 St., Suite 3, Harrisburg, PA 17111
