Introduction The Col. Robert P. Moore Scholarship — Initial Pilot Training is intended to help students obtain their first FAA aircraft pilot certificate. Awards may be applied toward any initial pilot certificate level (for example: private, sport, or recreational) in any aircraft category except Unmanned Aircraft Systems (drone category is not eligible). Eligible aircraft categories include airplane, rotorcraft, glider, and lighter-than-air (LTA). Applicants pursuing an initial pilot certificate must already possess an FAA Student Pilot Certificate and submit a copy with their application. About Col. Robert P. “Rob” Moore Col. Moore began flying as a youth in Raleigh, NC, and continued to build flying experience worldwide while serving as an aircraft maintenance officer in the military. His credentials include an Air Transportation Pilot certificate with multiengine airplane experience (Gulfstream II/III type-rated), Commercial Pilot certificates for single-engine land and sea airplanes, glider and LTA ratings, multiple FAA Certified Flight Instructor (CFI) certificates across many aircraft types, and FAA Advanced Ground Instructor credentials. Rob has founded three aviation businesses, served as Chief Flight Instructor at several schools including Honolulu Community College, was president of the General Aviation Council of Hawai‘i, and served on the Pearl Harbor Aviation Museum Board. He established this scholarship to help remove financial barriers that prevent people from pursuing pilot certifications. Eligible Uses and CFI Award Details - Initial Pilot Training: Funds may be used to pursue an initial FAA pilot certificate (private, sport, recreational) in airplane, rotorcraft, glider, or LTA categories. Drone pilot certificates are not eligible. - CFI Awards: Available to FAA Commercial Pilots (or ATP holders) who are pursuing an initial or additional FAA Certified Flight Instructor (CFI) certificate in any FAA aircraft category (drone category excluded). CFI applicants must have completed any required FAA written exam(s) for the CFI certificate and provide copies of the test completion certificate(s) with their application. Application Documentation and Pre-Award Requirements Before funds are released, applicants must provide an acceptance letter and the course curriculum from the vocational school, college, university, or flight school where they will train. Scholarship payments are made directly to the training provider (mailed or wired). For trainees enrolled in a FAR Part 61 or Part 141 flight program, disbursement for Initial Flight Training Scholarships typically occurs after a solo flight milestone (see “Funds Distribution” below for additional detail). Funds Distribution and Completion Requirements - Payments are sent directly to training providers or educational institutions. If enrolled in a college/university program, funds will be posted to the student’s account at that institution. - For FAR Part 61 or 141 flight schools, funds are released only after the student meets specified benchmarks and the school verifies those achievements (commonly after solo or after 15–20 flight hours). - Scholarship recipients must complete the flight objectives stated in their award within one year from the date they are notified of the award. - After finishing the funded training, recipients must submit a letter to the Scholarship Committee summarizing outcomes and how the scholarship was used. - Scholarships are non-transferable. Recipients who successfully finish the funded program may apply for one additional scholarship thereafter. Equal Opportunity and Residency Requirement The Col. Robert P. Moore Scholarship is awarded without regard to race, creed, color, age, gender, sexual orientation, or national origin. Applicants must be U.S. citizens or lawful permanent residents. Applicants who are the parent, spouse, child, grandchild, or sibling of any current Pearl Harbor Aviation Museum officer, director, or employee are not eligible. Application Requirements Applicants must submit the following: 1. Completed scholarship application form. 2. Three letters of recommendation (recommended: one personal, one professional if applicable, and one educational). 3. A personal statement, 750 words or fewer, explaining why you want to become a CFI or add a CFI rating and what you will contribute to the aviation community. 4. Availability for an in-person or video interview if selected. 5. Supporting documents as applicable: FAA Student Pilot Certificate (for initial pilot training applicants), CFI written test completion certificate(s) (for CFI applicants), acceptance letter and course content from the selected training provider. Selection, Interview, and Notification Timeline - Applicants selected for interview will receive an email with the interview date, time, and format. - Scholarship recipients will be informed by the PHAM Executive Director within 24 hours of the selection decision (selection timing is tentatively mid‑May). - Awardees will have up to 60 days to formally accept the scholarship terms and conditions as outlined in the award notice. Eligibility Summary (Key Criteria) Applicants must satisfy all items in at least one of the following scenarios: A. Initial Pilot Certificate Applicants - Seeking an initial FAA pilot certificate (private, sport, recreational) in airplane, rotorcraft, glider, or LTA. - Already hold an FAA Student Pilot Certificate (copy required). - U.S. citizen or lawful permanent resident. - Not an immediate family member (parent, spouse, child, grandchild, sibling) of any current Pearl Harbor Aviation Museum officer, director, or employee. - Demonstrated commitment to a career in aviation/aerospace. B. CFI Applicants (initial or additional CFI) - Currently an FAA Commercial Pilot or ATP and pursuing an initial or additional FAA CFI certificate (any aircraft category; drone category excluded). - Have completed any required FAA CFI written exam(s) (copies of test completion required). - Either hold a valid FAA Medical Certificate, or are pursuing Glider, LTA and/or Sport Pilot certifications as applicable. - U.S. citizen or lawful permanent resident. - Not an immediate family member (parent, spouse, child, grandchild, sibling) of any current Pearl Harbor Aviation Museum officer, director, or employee. - Demonstrated commitment to a career in aviation/aerospace.
