Overview
The Maryland Education and Training Voucher (ETV) is a federally funded, state-run initiative that offers financial aid plus academic and supportive services to young people who have exited foster care and are enrolled in approved colleges, universities, or vocational training programs.
Application opening dates
- Academic Year 2025–2026 — Applications open April 1, 2025
- Academic Year 2026–2027 — Applications open April 1, 2026
Who is eligible
You may apply if you are a current or former foster youth who meets at least one of the following conditions:
- You will remain in foster care through your 18th birthday (foster care ends on or after turning 18).
- You were in foster care at age 17, are not enrolled in high school but have obtained a GED or vocational certificate, and will remain in care until age 18.
- You have completed state high school requirements, hold a high school diploma, and will remain in foster care until age 18.
- You exited foster care after turning 16 due to adoption or placement in a kinship guardianship.
Additional requirements
Applicants must also meet these program rules:
- Be younger than 26 years old.
- Be a U.S. citizen or a qualified non‑citizen.
- Have personal assets (for example: bank accounts, vehicle, home) valued at less than $10,000.
- Be enrolled in an accredited degree, certificate, or comparable program and demonstrate satisfactory academic progress.
Academic standards and documentation
ETV recipients are required to maintain at least a 2.0 GPA each term. Applicants and awardees must provide an academic transcript from the most recently completed semester/term showing courses, grades, and GPA.
